The European Commission has awarded Ljubljana the prestigious title of Climate-Neutral and Smart City, marking a significant step toward decarbonization. The official presentation will take place on 22 October 2024 at the European Parliament in Strasbourg.
Ljubljana is among 20 cities recognized under the Mission of 100 Climate-Neutral and Smart Cities by 2030, including Kranj. Out of 23 cities evaluated, Ljubljana scored an impressive 90 out of 100 points, earning praise as a model for others striving toward similar goals. This achievement highlights the city’s commitment to sustainable development and sets an example for urban centers across Europe.
To secure this prestigious title, Ljubljana submitted a comprehensive climate contract outlining a detailed action plan for achieving climate neutrality by 2030. The plan focuses on several critical areas aimed at fostering a sustainable and livable city. In terms of energy systems, the city is committed to decarbonizing energy products, increasing energy efficiency, and producing green energy. Plans include constructing an incinerator, improving the energy grid, and implementing measures to achieve negative emissions. For mobility, Ljubljana aims to enhance public transportation, promote green mobility, and expand cycling and pedestrian infrastructure. Decarbonizing road and motor vehicles is also a priority. The city’s waste management efforts focus on reducing waste generation and adopting sustainable waste management practices in line with circular economy principles.
Ljubljana’s approach to green infrastructure includes urban greening, sustainable urban planning, forest management, and incorporating nature-based solutions to improve biodiversity and urban resilience. Digitization is also a key aspect, with plans to create a smart digital platform to streamline city management and planning, offering a centralized communication point for citizens and businesses. In the built environment, energy renovations of buildings and strategic land use planning will ensure efficient and sustainable use of urban spaces. Citizen engagement is central to these initiatives, with the city planning to involve residents in decision-making processes to foster community support and shared responsibility.
Ljubljana’s recognition is part of the European Commission’s Mission of 100 Climate-Neutral and Smart Cities by 2030. This initiative supports cities in achieving ambitious environmental and climate goals through funding, innovation, and networking opportunities. It also fosters collaboration and the sharing of best practices among cities. The mission includes 112 cities, with 100 from EU member states and 12 from other European countries. These cities act as innovation hubs, piloting sustainable practices and demonstrating pathways to climate neutrality. Ljubljana’s leadership in this mission underscores its role as a frontrunner in combating climate change and driving sustainable urban transformation.
Receiving the title of Climate-Neutral and Smart City signifies a new chapter for Ljubljana. It not only acknowledges the city’s ongoing efforts but also sets a clear roadmap for its future. With its ambitious action plan, Ljubljana aims to enhance the quality of life for its residents while reducing its environmental footprint. This milestone is a testament to the power of collective effort and innovative thinking in building a sustainable future for all.
