Slovenia with an umbrella strategic document in the field of intellectual property 2024-08-06

Due to the nature and importance of intellectual property, the strategy was prepared by a government working group consisting of representatives of eight ministries, the Intellectual Property Office of the Republic of Slovenia and the Public Agency for Scientific Research and Innovation of the Republic of Slovenia, with the participation of various experts in the field of law and research. Key stakeholders in the Slovenian intellectual property system were also involved in the preparation of the strategy, who welcome the adoption of the country's first strategic document in this area.

Minister Matjaž Han emphasized that the economy is based on innovation and technological progress: "I see the adoption of the strategy as an important milestone on our way to an even more innovative, knowledge-oriented and economically resilient future. I am convinced that by following the guidelines set out in this document, we will achieve progress not only in the field of innovation and sustainable economic growth, but also in society in general."

The analysis of the situation in the field of intellectual property in Slovenia, which was carried out by the Institute for Economic Research in the period before the preparation of the strategy, showed, among other things, a weak awareness of the importance of intellectual property in the economy and the public sector. Small and medium-sized companies mostly do not deal with the protection and marketing of intellectual property in a targeted manner. There is also insufficient awareness of this area in Slovenia, which affects the limited respect of intellectual property rights among the general public. The absence of content in the field of intellectual property at all levels of schooling (for the purpose of raising awareness) and also in higher education (professional skills) was also identified, which is also linked to the identified lack of appropriate competences in the field of intellectual property in the economy and public sector.

In order to eliminate these identified weaknesses in the Slovenian system, the just-adopted strategic document includes three strategic goals:
  1. Strengthening the environment for effective creation, development, protection and management of intellectual property,
  2. Increasing awareness and knowledge about intellectual property,
  3. Strengthening the role of intellectual property in the private and public sector and in society in general.

Measures and activities are also defined in the strategy to achieve strategic goals. These will be more concretely determined, including the method of implementation, in the action plan. It will be prepared by the Ministry of Economy, Tourism and Sport for the period of validity of the strategy, in cooperation with the competent authorities, namely within one year of the adoption of the national strategy at the latest.
